XORA avoids absolute claims. Where end-to-end encryption is active and XORA does not hold keys, protected message content cannot be decrypted by XORA. Some metadata may still be processed where required to operate, protect, support, bill, or comply with lawful obligations.
E2EE boundary
Public policy separates protected message content from limited account, device, support, billing, abuse, and operational metadata.
Notification privacy
Remote push is treated as wake/sync and account/security signaling, not as a place for message samples.
